Why was Gary Johnson excluded from the 2nd Republican debates?

He seemed to offer one of the more unique view points and certainly would have made it more interesting. He is a two time elected governor of New Mexico. And he had actually declared his presidency at the time unlike other candidates like Bachmann who was invited. I think he had done enough to earn a spot at the debate.
